Localization
Detailed location of the city was never revealed. However, there is a strong likelihood that it is either close to Magnolia Town, or that it is so small that it doesn't have its own railway station, because Natsu Dragneel and the others arrived at the place by horse-drawn carriage.
Description
Shirotsume is a small town, located in a mountainous area. It has a feudalistic government, and Duke Everlue had complete and total control over the town[1] till Team Natsu arrived. Disclosure of his behavior led to his arrest. [2]
